What is the purpose of Form 4421?
Federal income tax returns are sent to the Internal Revenue Service (IRS) for processing. The IRS then sends you Form 4421, which includes the information you need to complete your IRS Form 1040, 1040A or 1040EZ. You have several choices when completing the tax information on Form 4421. Most people choose to enter the information on their own. However, if you choose to do so, do not enter too many details because the IRS requires that each of the six boxes on Form 4421 be checked. The IRS also provides a downloadable printable Form 4421 to download. This allows you to select the boxes or answer questions with one click. When should I enter the information on my tax return? In most cases, you are encouraged to complete a form like Form 4421 when you file your taxes if you will need to file a tax return to the coming year. If you will be filing a separate return at the end of each year, you should not use Form 4421 until after your return is filed. If you select to enter the taxes on your own, however, do not enter too many details because the IRS requires that each of the six boxes on Form 4421 be checked. The following examples can give you some insight on how to enter the relevant fields. If you expect to owe taxes for the 2017 tax year and will be filing your return no later than April 15, 2017, do not use Form 4421 to determine your federal income tax liability. Instead, use Form 1040X Schedule K-1, U.S. Individual Income Tax. You must enter box 1 if your annual reported income is less than 50,000, box 2 if your reported income is between 50,000 and 100,000, and box 3 if your reported income is 100,000 or more. Who should complete Form 4421?
Please complete Form 4421 if: —You are employed to provide goods or services for the federal government, for a federal contractor, the Department of Defense, or the Department of Veterans Affairs, and your compensation is derived from compensation you are required to file on Form W-2; —You are engaged in business on your own account and have an income from that business attributable to employees for whom you receive compensation; —You are engaged in business on behalf of the federal government, a federal contractor, the Department of Defense, or the Department of Veterans Affairs, and your compensation is derived from compensation you are required to file on Form W-2; —You are engaged in business on your own account and have an income from that business attributable to employees for whom you receive compensation; —You are an individual covered by the Fair Labor Standards Act, and you have wages and income from self-employment income of 600 or more, including tips earned. Tip income is included under a Schedule C tip credit; —You have wages and income from self-employment income of 400 or more. Tip income is included under a Schedule C tip credit; —You are an individual who has worked for an employer (or its contractors) and who has income from self-employment of 120 or more, including tips earned. The tip credit is reduced by an amount which is 4.2% for each 30 amount over 120. This amount is added to your wages for all other employees and tips for all employees from whom your income was derived. In order for you to claim W2s, you must complete Form 4421 and then file it with your Form 1040. Am I required to file Form 1040? No, you do not need to file an income tax return. Your employer will file it for you. You and your employer will split the tax liability. What if the Forms 1040 and Form 4421 are filed together? If the Forms 1040 and Form 4421 are filed on the same day, they will both be considered filed as of May 15th. For example, if you file Form 1040 on May 15th, you will receive your W-2 and pay the W-2 tax by checking the box on line 20. If you file Form 4421 on May 15th, you will be provided IRS Form W-2, and pay tax when you receive the W-2. I am filing the 1040 on May 15th. Do I need to pay the W-2 on line 20 of my Form 1040? No. If the Form 1040 is filed on May 15th, you are not required to provide W-2s when filing the W-2s. When do I have to file the return? The return must be filed no later than April 15th. However, you may file your return after the 14th.
Can I create my own Form 4421?
You are free to create the Form 4421 as far as practicable (i.e. if you have the requisite resources). If a request is made in your own name, you must fill out the request as a government employee, even if you are not an employee of the federal government. In addition, the Form 4421 must reflect your status as a government employee and be filed at least 30 days after you receive the written request from the employee requesting the document. Am I required to answer any questions about my Form 4421? No, except for your name (printed on the front), address, and telephone number. You must answer all personal questions truthfully. You must also provide a signed copy of the document to the employee whose identity is being verified. If I am in the Government, what happens if I change my name? You remain a U.S. Government employee and must comply with the reporting requirements for that position. However, your name must be used as the primary document on all correspondence, forms, and statements related to your change in name.
